The application CSV To OSC will convert your CSV Document into an OSC String, as well as outputting a video source that you can format. You can pick and choose which line of your document to Output by either sorting by Column or Row.
CSV To OSC requires a copy of TouchPlayer or TouchDesigner to run:

This Demo is limited to 5 minutes of output and you will not be able to save
If you wish to use textures over 720p, You will need a commercial or pro license of TouchPlayer or TouchDesigner.
