The SI joints (sacro-iliac joints) connect the hip bones to the spine. As such they are affected by the hips and spine, and they can affect the hips and spine.

With regards to the hip joints, the SI joints can affect and be affected by hip rotation (and other hip movements.

With regards to the spine, the SI joints can affect and be affected by both the spine and the ribcage. (There are muscles that attach between the hip bones and the ribs. There are also muscles that attach between the sacrum and the ribs.)
